Charlie “Chuck” Frye, Jr. is a native son of Fredericksburg, and his family roots -- both maternal and paternal -- are deeply steeped in the greater Fredericksburg community. He spent his childhood living in the Bragg Hill and Mayfield neighborhoods, which are both in Fredericksburg’s Ward 4, of which Charlie has served as its elected City Councilman since 2014. Since the completion of his first term, he has run unopposed and has been reelected two times. He has served as the City’s Vice Mayor since 2020, when he was unanimously elected by the mayor and members of the city council.
Councilman Frye's educational journey is a testament to his commitment to personal growth. He graduated from James Monroe High School in 1996, where he was an active participant in various extracurricular activities. As a Monroe Singer, a DECA member, and an avid basketball player, he demonstrated his ability to balance academic and personal pursuits. His part-time job at Belk's, formerly known as Leggett's, further exemplifies his early understanding of the value of hard work and perseverance. Charlie's strong work ethic, developed since his first job as a high school freshman, is a testament to his character. He has maintained a consistent employment record, working in various roles, such as a certified natural gas pipe fitter, a custodian and shipping clerk, and a package delivery driver. His current position as a package delivery driver for UPS, a role he has held since 2001, further demonstrates his commitment to his responsibilities. Charlie is tremendously proud of his community and has been actively engaged in serving the needs of its residents. He has been a strong advocate for the development of young people through his leadership of several community projects. As a Councilman, he has been instrumental in many community initiatives, including the naming of Fredericksburg’s first tribute to Dr. Martin Luther King, Jr. as a bridge over Interstate 95; the development of the city’s first gun give-back program, which he created in honor of friends he had lost to gun violence; and a campaign to remove the City’s slave block which led to an active and engaged discussion on how the story of the Fredericksburg’s African-American history is to be told.
In recognition of his commitment to youth and his outstanding leadership, Mr. Frye has been appointed to several boards. He is a member of the Community Advisory Committee of the Gladys P. Todd Scholars Program at Germanna Community College, the Sunshine Baseball League board, and the City’s Teen Violence Task Force. Chuck has also served as a Fredericksburg Parks and Recreation Coach and a Lafayette Elementary School Breakfast Buddy.
Chuck is a member of the Fredericksburg Housing Advisory Committee and has served as a member of the Virginia Municipal League Executive Committee and its policy-writing committee member.
Councilman Frye is married to his childhood sweetheart, Dr. Kisha Frye, an assistant principal at Walker-Grant Middle School. They are the very proud parents of three beautiful children, Ta’Nesha, Charlie, III, & Kamron.
